		<description>I did reset my router, but honestly I cannot imagine what difference that should ever make.  I am surprised that it has helped others.  I am now in conversation with my server hosting company and they think that it may be on their side.  It appears to be something about permissions and the age of the physical hosting server.  I will see.</description>

Just to make sure: restart (unplug the cord) of your modem/wifi-router/router for a few minutes, then try again.

I seem to have stopped experiencing the issue after I have restarted, plus I have recently changed both hardware and ISPs due to moving.

Lastly: all this has ever occurred on Windows hosting, maybe even restarting your server might help. I have never had such issues on a Linux-based server.
